22 <br /> <br />A RESOLUTION IN SUPPORT OF THE CO~UNITY PARTNERSHIP FOR <br />EMPLOYMENT AND TRAINING ACT (HR 5320) SUBMITTED BY CONGRESS- <br />MAN AUGUSTUS F. HAWKINS JANUARY 25, 1982. <br /> <br /> WHEREAS, the City of Portsmouth, Virginia with the <br />highest unemployment rate of any urban municipality in <br />Virginia (10.1%) is experiencing the problems of poverty, <br />high unemployment and skill shortages that impact the <br />entire society; and <br /> <br /> wHEREAS, the Council of the City of Portsmouth, Vir- <br />ginia believes that the existing local Employment and Train- <br />ing Delivery System, working closely with other locally <br />administered human service, educational and economic develop- <br />ment programs and private business offers the most effective <br />and efficient approach to addressing the~e problems; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth, Virginia <br />further believes that the social and economic forces impacting <br />on the national labor force and the~conomy demand a national <br />effort on employment and training and a sustained and systematic <br />commitment to the p~eparation of the nation's workforce as <br />essential elements of our national economic policy; and <br /> <br /> WHEREAS, the Community Partnership for Employment and <br />Training Act submitted by Congressman Augustus F. Hawkins <br />on January 25, 1982, is the only bill which recognizes the <br />institutional maturity of the current Employment and Train- <br />ing Delivery System and proposes an adequate and permanent <br />level of funding to address this nation's unemployment and <br />skill shortage problems. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Coun¢il of the <br />City of Portsmouth Virginia that it supports the Community <br />Partnership for Employment and Training Act of 1982, and urges <br />its Representative and Senators to co-sponsor and support this <br />bill in recognition of their commitment to thegreparation of <br />the nation's workforce as an essential element of our national <br />economic policy. <br /> <br /> BE IT FURTHER RESOLVED, that the City Clerk be, and she <br />hereby is, directed to forward copies of this Resolution to <br />Representative Daniel and Senators Warner and Byrd. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia at its meeting held March 9, 1982. <br /> <br />Testa: <br /> <br />City Clerk <br /> <br /> <br />
