13 A RESOLUTION GRANTING A USE PERMIT TO THE PRENTIS PARK/MIDTO~ CONGREGATIONS OF JEHOVAH'S WITNESSES TO OPERATE A HOUSE OF WORSHI~ ON LA~ LOCATED ON THE SOUTH SIDE OF ELLIOTT STREET WEST OF !TS INTERSECTION WITH QUANTICO STREET. WHEREAS, the Prentis Park/M. idtown Congregations of Jehovah's Witnesses made an application pursuant to ~40-71(b) of the Code of the City of Portsmouth, 1973, as amanded, for the granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT ~ESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit hereinafter- described is sought: (a) Will not adversely affect the health and safety of persons residing or working in the neighborhood of the proposed use; (b) Will or injurious to the hood; and not be detrimental to the public use property or improvements in the neighbor- (c) Will be in accord with the purposes of the Zoning Chapter of the City Code. 2. 'That the Prentis Park/Midtown Congregations of Jehovah's Witnesses is hereby granted a use permit pursuant to ~40-7t(b) of the Code of the City of Portsmouth, 1973, to operate a house of worship at the property described as follows: UP-$2-7 Beginning on the south side of Elliott Street iOO feet, more or less west from its intersection with Quantico Street; thence southeast 267.24 feet: thence southwesterly 200 feet; thence northwesterly 400 feet to the south right-of-way of Elliouu Street: thence northeasterly along said right-of-way 250 feet, more or less. ~o the point of origin. 3.
