A RESOLUTION REQUESTING THE DEPARTMENT OF HIGHWAYS AND TRANSPORTATION OF THE COMMONWEALTH OF VIRGINIA TO ALLOCATE FUNDS FOR THE CONSTRUCTION OF THE WESTERN FREEWAY THROUGH THE CITY OF PORTSMOUTH TO ITS CONNECTION WITH 1-664 AND REQUESTING THE DEPARTMENT OF HIGHWAYS AND TRANSPORTATION OF THE CO¥~40NWEALTH OF VIRGINIA TO REQUEST THAT THE UNITED STATES DEPA~RTMENT OF TRANSPORTATION DECLARE TH~ SECTION OF THE 1-664 PROJECT FROM 21ST STREET IN THE CITY OF NEWPORT NEWS TO ROUTE 17 IN THE CITY OF SUFFOLK AN ESSENTIAL GAP IN THE INTERSTATE SYSTE~. WHEREAS, the Council of the City of Portsmouth, Virginia, has previously expressed its support for the completion of construction of the 1-664 Project to connect Chesapeake and Newport News as a high priority project of the Department of Highways & Transportation of the Commonwealth of Virginia; and WHEkEAS, the Council of the City of Portsmouth is of the opini~)n that completion of the 1-66~ Project is vital to the'transportation need of the citizens on the north and south sides of Hampton Roads; and WHEREAS, completion of the 1-664 Project will provide a western te~minus for the proposed Western Freeway which, this Council has continually supported as a priority project in connection with future development in the City of Ports- mouth. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that it hereby reaffirms its support for construction of the Western Freeway through the City of Portsmouth to its connection with 1-664 and requests that the Department of Highways and Transportation of the Commonwealth of Virginia allocate funds for the construction of the Western Freeway and that the Commonwealth assure that the construction of the Western Freeway will be completed prior to completion of the Section of 1-664 from Newport News to Route 17 in the City of Suffolk. BE IT FURTHER RESOLVED by this Council that the Depart- ment of Highways & Transportation of the Commonwealth of ~Virginia is requested to represent to the United States Depart- ment of Transportation that the Section of 1-664 from 21st Street in the City of Newport News to Route 17 in the City of Suffolk will be an essential gap in the Interstate System upon the completion of the Western Freeway and that 1-664 should be completed to its termination at Bowers Hill in the City of Chesapeake and provide a Western terminus for the Western Freeway.
