A RESOLUTION EXPRESSING THE SUPPORT OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH FOR THE CONSTRUCTION OF THE CONVALESCENT <br />AND NURSING FACILITY BY THE STOP ORGANIZATION IN THE SOUTH- <br />SIDE REDEVELOPMENT AREA AND REQUESTING THAT THE COM2~ISSIONER <br />OF HEALTH RECONSIDER THE APPLICATION FOR A CERTIFICATE OF <br />NEED. <br /> <br /> WHEREAS, the Southeastern Tidewater Opportunity Project <br />(STOP), a Community Action Agency, acquired the thirty-two <br />(32) bed William T. Hall Convalescent and Nursing Home in <br />1975 to save the facility from closure by~-the State and thus <br />preventing the displacement of elderly residents; and <br /> <br /> WHEREAS~ the STOP Organization applied in 1978 to the <br />Community Services A~inis%ration for a special Inter-Agency <br />Grant sponsored by the City of Portsmouth to plan a one <br />hundred twenty (120) bed reP%acement facility later reducing <br />the plan to a sixty (60) bed facility; and <br /> <br /> WHEREAS, the City of Portsmouth was awarded ~o Hundred <br />Seventy-four Thousand, Eight Hundred Twenty ($274,820) <br />Dollars for a jointly funded prc~ect between the Community <br />Services Administration and the Department of Housing and <br />Urban Development of which One Hundred Seventy-four Thousand, <br />Eight Hundred Twenty ($174~820) was earmarked for planning, <br />architectural and consultant services for the nursing home <br />to be constructed in the Southside Redevelopment Area which <br />would provide training and employment oppor%~unities to <br />Southside residents; and <br /> <br /> WHEREAS, the STOP Organization filed its application with <br />the State Commissioner of Health for a Certificate of Need in <br />February 1981 and received all subsequent procedural approvals <br />including the issuance of a. use permit by'this Council and the <br />approval of the Eastern Virginia Health Systems Agency; and <br /> <br /> WHEREAS, the Certificate of Need was denied by the Commissioner <br />of Health despite the recommendation of his staff that it be ap- <br />proved; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth recognizes <br />the need for the proposed facility and the benefits that can <br />result for the citizens of the City of Portsmouth from its <br />approval. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the City <br />of Portsmouth expresses its support for the construction of the <br />proposed facility in the Southside Redevelopment Area and requests <br />that the Commissioner of Health reconsider his denial of STOP's <br />application for a Certificate of Need. <br /> <br /> <br />
