A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF <br />THE CITY OF PORTSMOUTH TO THE CLOSING OF THE VIRGINIA <br />EMPLOYMENT COM~ISSION JOB REFERRAL OFFICE tN THE CITY <br />OF PORTSMOUTH. <br /> <br /> WHEREAS, the Job Referral Services Of the Virginia <br />Employment Commission constitute a valuable and irreplacable <br />service to both the employer and employee communities in <br />the City of Portsmouth serving over 1,500 residents during <br />1981; and <br /> <br /> WHEREAS, adequate funds to support the Employment <br />Commission at its present service level are-contributed <br />by State employers under the Federal Unemployment Tax Act <br />(FUTA); and <br /> <br /> WHEREAS, the Commonwealth of Virginia receives back <br />only 43% of the employer contributions under this Act, the <br />lowest p~rcentage reimbursement of any of the 50 States; and <br /> <br /> WHEREAS, federal budget cuts and thC loss of 57% of <br />State employer FUTA contributions forced the Virginia Employ- <br />ment Commission to reduce ser~lces, including the closing of <br />the Job Referral Service at the Portsmouth office; and <br /> <br /> WHEREAS, the closing of the Job Referral Service will <br />place an undue hardship upon residents of the City of Ports- <br />mouth many of whom do not have the financial~resources to <br />seek employment through private agencies nor transportation <br />to and from the offices which will remain open in adjoining <br />cities. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth expresses its opposition to the closing <br />of the Virginia Employment Commission's Job Referral Office <br />in the City of Portsmouth and requests that the Commissioner <br />of the Virginia Employment Commission reconsider the decision <br />in recognition of the City's high unemployment rate. <br /> <br /> BE IT FURTHER RESOLVED that this Council requests that <br />the General Assembly appropriate enough money to maintain <br />this valuable and irreplaceable service to the City of <br />Portsmouth and seek Congressional assistance in increasing <br />the percentage of FUTA funds returned to this Commonwealth. <br /> <br /> <br />
