61 <br /> <br />A RESOLUTION ESTABLISHING A GROUP HOUSING/CONDOMINIUM STUDY <br />COMMITTEE. <br /> <br /> WHEREAS~ there has been ~any shifting trends in housing <br />construction, design and ownership, primarily resulting~from <br />economic pressures and changes in the desires of home buyers; <br />and <br /> <br /> WHEREAS, although single-family detached housing is <br />still a viable investment for new construction, the trend <br />has begun to shift towards small ,~nits and various types <br />of group housing and condomini~ms; and <br /> <br /> WHEREAS, in order to accommodate orderly development <br />in urbanized areas, there mt/st be a concerted effort on the <br />part of the City to provide reasonable constraints that tend <br />to protect the ~xisting developments and to attract quality <br />development; arid <br /> <br /> WHEREAS~ many questions and comments have been raised <br />particularly during recent consideration of proposed group <br />housing projects in the City; and <br /> <br /> WHEREAS, it is the opinion of this Council that a review <br /> of the City's existing policies related to group housing and <br /> condominiums is necessary to focus on changing market trends <br /> in relation to the comprehensive plan and the City Code and <br /> that such coi~ittee could result in the exchange of ideas <br /> and a review of policies and procedures from other munici- <br /> palities and to recommend and render opinions on the benefit <br /> of this type of development in the handling of problems associated <br /> therewith. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that it hereby establishes an advisory <br />committee to be known as the Group Housing/Condominium Study <br />Committee to review existing policies related to the develop- <br />~ent of group housing/condominium projects and the benefits <br />and problems associated therewith and to make recommendations, <br />if any, on the enactment of additional local legislation <br />relative to this type of development. <br /> <br /> BE IT FURTHER RESOLVED that the members of the Committee <br />shall be appointed by the City Council and shall include one <br />(!) member of the Planning Commission who shall serve as chair- <br />man, one (!) developer who is a member of the Tidewater Builder's <br />Association, one (1) architects or engineers~ one (1) real estate <br />professional and three (3) citizens appointed at large. In addition, <br />the City Manager is directed to provide the necessary staff support <br />to enable this study committee to accomplish its function. <br /> <br /> <br />
