53 <br /> <br />A RESOLUTION EXPRESSING THE CONCERN OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH TO THE SALE AND DISTRIBUTION OF STIMULANTS <br />TO MINORS A~ND ENDORSING THE ADOPTION OF MORE STRINGENT LJtWS <br />TO CONTROL THE SALE AND DISTRIBUTION OF'STIMU~AA~S. <br /> <br /> WqiE~REAS, stimulants such as caffeine-ephedrine sulphate <br />compounds have not been designated by federal or state <br />authorities as controlled substances and are readily available <br />for purchase in many businesses and establishments in this <br />City~ throughout the Commonwealth and the Nation; and <br /> <br /> WHEREAS, certain businesses and establishments located <br />in this City and other cities throughout the Commonwealth <br />and the Nation display these stimulants by the capsule, <br />tablet and pill in attractive and desirable colors, sizes <br />and shapes which glamorize and advertise the experiences <br />of taking such stimulants; and <br /> <br /> WHEREAS, such actions on the part of such businesses <br />and establishments encourage the use of such stimulants by <br />minors and may introduce them to an "undesirable drug culture" <br />which is unhealthy and detrimental to ~he quality of life in <br />our City; and <br /> <br /> t'~EREAS, the existing drug laws have been ineffective <br />in controlling the sale and distribution of such stimulants; <br />and <br /> <br /> T/~EREAS, the potential exists for the misuse of such <br />stimulants by minors; and <br /> <br /> WHEREAS, more stringent laws and regulations and the <br />enforcement thereof would aid and assure the proper use of <br />such stimulants by individuals with legitimate needs therefor. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia~ expresses its concern over the <br />inability of existing laws to prevent the misuse of stimulants <br />by minors and endorses the adoption of more stringent laws <br />to control the sale and distribution of such stimulants. <br /> <br /> BE IT FURTHER RESOLVED that the Council of the City of <br />Portsmouth directs the City Attorney to evaluate and recommend <br />to this Council alternatives that may be available to assure <br />the proper controls on the sale and distribution of such <br />stimulants and, to take whatever steps are necessary to <br />assure stricter control of businesses that deal in this <br />product. <br /> <br /> <br />
