43 A RESOLUTION APPROVING TF~E SUPPLEMENTAL CO~4MUNITY DEVELOP~ENT PROGR3~JI FUNDING FOR THE CITY OF PORTSMOUT-~, THE PROPOSED STATEMENT OF OBJECTIVES AND USE OF FUNDS, aND AUTHORIZING THE CITY MANAGER TO FILE DOCU~!ENTS ~REQUIRED TO OBTAIN T~qE CITY'S SUPPLEMENTAL CO~E4UNITY BLOCK GRANT ENTITLEMENT AS PROVIDED UNDER THE F2~ERGENCY JOBS BILL, PUBLIC LAW 98-8. WHEREAS, Title I of the Emergency Job~ Bill, Public Law 98-8, makes available to entitlement cities additional Co--unity Development Block Grant Funds to be utilized in accordance with the provisions of Title I of the Housing and Conumunity Development Act of 1974, as amended; and WHEREAS, the Prooosed Statement of Objectives and Use of Funds has been published and a required pu~Iic hearing has been held to solicit citizen's conuuents on the Proposed Statement of Objectives and Use of Funds; and V;~EREAS, it is necessary that this Council take official action regarding this supplemental Cq~u~unity-Development Program funding to comply with the regulations of the Depart- ment of Housing and Urban Development; an8 WHEREAS, this Council is aware of the Federal regulations .govern_ng the undertaking and carrying out of activities under the Housing and Comraunity Development Program~ and WHEREAS, this Council, on behalf of the City of Portsmouth, possesses the legal authority to apply for~the supplemental grant and execute the proposed program under the provisions of the aforementioned act; and WHEREAS, this Council recognizes its responsibility to direct that safeguards be established to protect employees from using their position for a purpose that gives the appearance of being motivated by a desire for private gain for themselves or others, particularly those with whom they have family, business or other ties; and WHEREAS, this Council has found that the supplemental Community Development Program's Proposed State~ent of Objectives and Use of Funds appropriate to meet the n~eds of the City are, therefore, acceptable. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that the supplemental Community Development Program's Proposed Statemenb of Objectives and Use of Funds having been reviewed and considered be, and hereby are, approved in all respects and that the City Manager is hereby authorized to file the Final Statement of Objectives and Use of Funds and any additional information as may be required with the Department of Housing and Urban Development in order to obtain the supplemental Conu~.unity Development Block Grant funds made a'vai!able under the Emergency Jobs Bill.
