27 <br /> <br />A RESOLUTION GRANTING A USE PERMIT TO PHILIP C. C0CKRILL FOR <br />TEE CONVERSION OF ~N EXISTING DUPLEX RESIDENCE TO A T~RE~--UNIT <br />APARTMENT STRUCTURE AT 2713 BAYVIEW BOULEVARD. (UP-85-3) <br /> <br /> WHEREAS, Philip C. Cockrill has made application pursuant <br />to Section 40-102 (B) for a use permit to convert an existing <br />duplex residence to a three-unit apartment structure at 2713 <br />Bayview Boulevard which is located in the Port Norfolk Historic <br />~istrict; and <br /> <br />all <br />and <br /> <br />WHEREAS, the applicant and the Planning Director have done <br />things required to be done in connection with said application; <br /> <br /> WHEREAS, the Planning Commission has recon~%ended the granting <br />of a use permit with conditions for the conversion of the existing <br />duplex residence to a three-unit apartment structure. <br /> <br /> NOW, THEREFOP~, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br />1. That the use for which the use permit is sought: <br /> <br /> (a) Will not adversely affect the health and safety of <br />persons residing or working in the neighborhood of the proposed <br />use; <br /> <br /> (b) Will not be detrimental to the public use or in- <br />jurious to the property or improvements in the neighborhood; and <br /> <br /> (c) Will be in accord with the purposes of the Zoning <br />Chapter of the City Code. <br /> <br /> 2. Philip C. Cockrill is hereby granted a use permit pur- <br />suant to ~40,102 (B) to convert an existing duplex residence to <br />a three-unit apartment structure at 2713 Bayview Boulevard, such <br />conversion to be in compliance with the regulations applicable <br />to the Port Norfolk Historic Residential Sub-District as provided <br />for in the Zoning Chapter of the Code of the City of Portsmouth, <br />Virginia, 1973, as amended, such approval being granted subject <br />to the following term and condition: <br /> <br /> (a) The architectural integrity of the structure be <br />maintained by limiting the exterior alterations to necessary en- <br />trances/exits, such exterior alterations being placed in inconspicuous <br />locations toward the rear of the structure in a compatible design <br />and color with approval fro~ the Commission of Architectu~aT Review <br />for Port Norfolk and Park View. <br /> <br /> <br />
