18 A RESOLUTION GRANTING A USE PE~IT TO DALE F. WITT TO CON- STRUCT AND OPERATE A SELF-STORAGE FACILITY ON LAND ON THE EAST SIDE OF VICTORY BOULEVARD NORTH FROM ITS INTERSECTION WITH GREENWOOD DRIVE. WHEREAS, Dale ~. W!tt, by SLH & Associates, contract purchaser, has made application pursuant to ~40~71 (b) of the Code of the City of Portsmouth, Virginia, 1973, for the granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the Plann±ng Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit is sought: of persons posed use; ~a) Will not advarsely affect the health and safety residing or w~rking in the neighborhood of the pro- (~) inj urlous to and Will not be detrimental to the public use or the property or ±mprovements in the neighborhood; (c) Will be ±n accord with the purposes of the zoning chapter of the City Code. 2. Dale F. Witt ~s hereby granted a use permit pursuant to ~40-71 (~) of the City Code to construct and operate a self-storage facility on the east side of ¥ictory Boulevard north from its intersection w±th Greenwood Drive, such property more specifically described as Tax Plate 520, Parcel 1, such parcel containing 7.69 acres. 3. The use permit is approved subject to the following conditions: ~a) A landscaping plan ~ust be submitted to and approved by the Planning Department and must include treatment for the eastern and southern borders of the property and internal landscaping to soften the visual impact of.long rows of buildings and large paved surfaces. The plan must be approved by the Planning Department prior to issuance of a building permit.
