124 <br /> <br />A RESOLUTION SUPPORTING SUPERFUND LEGISLATION. <br /> <br /> WHEREAS, the Council of the City of Portsmouth, <br />Virginia recognizes the threat of toxic and hazardous <br />substances to the enviromment and to the public health <br />and safety of the citizens; and <br /> <br /> WHEREAS, the Environmental Protection Agency has <br />determined that Virginia has 303 toxic waste sites <br />including eleven at St. Julien's Creek Annex and 15 <br />sites in the City of Portsmouth; and <br /> <br /> WHEREAS, the General Accounting office has <br />estimated a minimum of thirty-nine billion <br />($39,000,000,000) dollars to clean up approximately <br />22,000 potentially hazardous sites throughout the <br />nation; and <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of <br />the City of Portsmouth, Virginia urges its congressional <br />delegation to support the ~eauthorization of the Federal <br />Superfund Law-Comprehensive Environmental Response, <br />Compensation and Liability Act; containing the following <br />elements: <br /> <br /> (1) A minimum of ten billion ($10,000,000,000) <br />dollars be appropriated for hazardous waste clean-up <br />over the next five years; <br /> <br /> (2) Establish minimum uniform clean-up standards <br /> which are based on the protection of public health and <br /> which apply to all releases or threatened releases, <br /> regardless of whether or not the site is on the National <br /> Priority List; <br /> <br /> (3) The remedial response process be streamlined <br /> to allow parties to conduct clean-up on non-list sites <br /> and to seek recovery of their costs from the responsible <br /> parties; <br /> <br /> (4) Require permanent clean-up of dump sites where <br /> feasible. <br /> <br /> BE IT FURTHER RESOLVED that the Council for the <br /> City of Portsmouth urges its congressional delegation to <br /> support amendments to the Superfund Legislation <br /> establishing and enforcing specific clean-up standards <br /> and public info~mation and community involvement in <br /> developing and implementing clean-up plans. <br /> <br /> <br />
