123 <br /> <br />A RESOLUTION REAFFIrmING THE CONCERNS OF THE COUNCIL OF <br />THE CITY OF PORTSMOUTH, VIRGINIA WITH THE PROPOSED ST. <br />JULIEN'S CREEK ANNEX HAZARDOUS WASTE STORAGE FACILITY. <br /> <br /> WHEREAS, this Council, by adoption of resolutions <br />on July 24, 1984 and October 9, 1984, expressed its <br />concerns and opposition to establishing a Hazardous <br />Waste Storage Facility at St. Julien's Creek Annex; and <br /> <br /> WHEREAS, the principal concerns of the Council of <br />the City of Portsmouth center around safety, <br />environmental issues and community impact and this <br />Council is of the opinion that a number of significant <br />environmental impacts can be expected if the project is <br />implemented at this location; and <br /> WHEREAS, it is the opinion of this Council that the <br />existing structures at St. Julien's Creek Annex are not <br />adequate to serve as waste storage facilities and that <br />the site should be eliminated due to its close proximity <br />to Blow's Creek and its potential for flooding and <br />contamination of Blow's Creek as well as groundwater <br />~esources; and <br /> WHEREAS, toxic emissions could produce major ai~ <br /> quality problems and, in view of the prevailing winds in <br /> the area, such hazard could extend to a large portion of <br /> the City of Portsmouth and the surrounding residential <br /> communities; and <br /> WHEREAS, the'community of Cradock has been sited as <br /> a Historic District, and this Council has strong <br /> ~eservations about the compatibility of the proposed <br /> facility with a Historic District; and <br /> WHEREAS, this City is the most densely populated <br /> City within the Commonwealth and having a hazardous <br /> waste sto~age facility on its borde~ raises serious <br /> concerns; and <br /> WHEREAS, this Council is concerned with the <br /> establishment of a potentially hazardous facility in the <br /> vicinity of a ~esidential a~ea which will constitute a <br /> threat to the health and well-being of the residents of <br /> the a~ea as well as a threat to the waters of Hampton <br /> Roads and the quality of life enjoyed by the citizens of <br /> all the Tidewater cities. <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of <br /> the City of Portsmouth, Virginia reaffiFms its concerns <br /> with the-establishment of a Hazardous Waste Storage <br /> Facility at St. Julien's Creek Annex and opposes its <br /> <br /> <br />
