such purpose at the principal office of the Registrar but only <br />in the manner, subject to the limitations and upon paymen~ of <br />the charges, if any, provided in the proceedings authorizing <br />the Bonds of the issue of which this Bond is one, and upon the <br />surrender hereof for cancellation. Upon such transfer a new <br />Bond or Bonds of authorized denominations and of the same <br />aggregate principal amount, interest rate and maturity as the <br />Bond surrendered, will be issued to the transferee in exchange <br />herefor. <br /> <br /> This Bond shall not be valid or obligatory unless the <br />certificate of authentication hereon shall have been manually <br />signed by an authorized signator of the Registrar. <br /> <br /> The full faith and credit of the City are hereby <br />irrevocably pledged for the payment of the Drincipal of ~nd <br />interest on this Bond as the same become due. The principal <br />hereof and interest hereon shall be payable from ad valorem <br />taxes without limitation of rate or amount upon all property <br />within the City subject to taxation by the City, if the <br />revenues of the aforesaid water and sewerage systems are <br />insufficient for that purpose. <br /> <br /> It is hereby certified, recited and declared that all <br />acts, conditions and things required to exist, happen or be <br />performed precedent to and in the issuance of this Bond exist, <br />have happened and have been performed in due time, form and <br />manner as required by law, and that the amount of this Bond, <br />together with all other indebtedness of the City, does not <br />exceed any limitation of indebtedness prescribed by the <br />Constitution or statutes of the Commonwealth of Virginia or <br />the Charter of the City. <br /> <br /> IN WITNESS WHEREOF, the City has caused this Bond to be <br />executed by the facsimile sigaatures of its Mayor and Director <br />of Finance and a facsimile of the corporate seal of the City <br />to be imprinted hereon and attested by the facsimile signature <br />of the City Clerk of the City; and this Bond to be dated as of <br />the first day of November, 1985. <br /> <br />CITY OF PORTSMOUTH, <br /> VIRGINIA <br /> <br />Attest: <br /> <br />Mayor <br /> <br />City Clerk <br /> <br />Director of Finance <br /> <br /> <br />
