WHEREAS, other cities in the region are not being re- <br />quired to allocate their Urban Road Funds to the portions <br />of this road system within their boundaries; and <br /> <br /> WHEREAS, under the present method of funding Portsmouth <br />will receive no Urban Road Fund Allocations for construction <br />of new streets or reconstruction of existing streets other <br />than the Western Freeway Project until after the year 2000; <br />and <br /> <br /> WHEREAS, it is the opinion of the Council of the City of <br />Portsmouth that an alternate method of funding of the Western <br />Freeway as an essential part of the regional transportation <br />network sould be established. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia: <br /> <br /> 1. That it reestablishes its priority for the Western <br />Freeway Project as an essential part of the regional highway <br />system; provided, however, that Urban Highway Funds of the <br />City of Portsmouth shall not be allocated to said project. <br /> <br /> 2. That the Department of Highways and Transportation <br />is hereby requested to provide an alternate source of funding <br />for the Western Freeway Project ~tilizing funds other than <br />Urban Highway Allocation Funds and to provide for alternate <br />methods of funding for maintenance for the Western Freeway <br />after construct±on. <br /> <br /> 3. That the City Manager and City Attorney be hereby <br />instructed to discuss the status of the Western Freeway Project <br />with the Department of Highways and Transportation and the <br />Portsmouth Delegation to the General Assembly and to report the <br />progress of such discussions to this Council. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held January 22, 1985. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
