AN ORDINANCE TO AMEND THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS ~4ENDED, BY ADDING TO CHAPTER 2 ARTICLE XXII THEREOF PERTAINING TO THE DEPARTMENT OF HOUSING SERVICES AND COMMUNITY DEVELOPMENT. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Article XXII of Chapter 2 of the Code of the City of Portsmouth, Virginia, 1973, is amended by adding Article XXII to read as follows: Article XXII. Department of Housing Services and Community Development. Section 2-390. Established, composition. There is hereby established a department of the City government known and designated as the Department of Housing Services and Community Development, consisting of the Director and such other employees as may be provided by ordinance or by the orders of the City Manager consistent therewith. Section 2-391. Appointment of Director. The Director shall be appointed by and shall be the head of the Department and Community Development. the City Manager of Housing Services Section 2-392. Same- powers and duties. Subject subject to the provisions of of the City, the Director of Development shall be charged responsibilities: to the supervision of the City Manager, and this Code and other ordinances Housing Services and Community with the following duties and (a) general management of Housing Services and and control of the Department Community Development; (b) development and management of State and Federal Grant Programs including the Community Development Block Grant Program; (c) administration of a codes enforcement program for weeds and debris, vacant buildings, minimum housing, abandoned vehicles and related environmental code violations;
