4. Organizations which solicit only within the <br />membership of the organization by the members thereof. <br /> 5. Organizations which have no office within the City, <br />which solicit in the City from without the Commonwealth of <br />Virginia solely by means of telephone or telegraph, direct <br />mail or advertising in the national media. <br /> 6. Organizations which have ~egistered with the <br /> administrator of the office of Consumer Affairs of the <br /> Commonwealth of Virginia or organizations which are a <br /> chapter, branch of affiliate included in the consolidated <br /> report of an organization or federated organization which is <br /> so registered with said administrator. <br /> 7. Health care institutions which have been granted <br /> tax exempt status under Section 501(c)(3) of the Internal <br /> Revenue Code and any supporting organization which exists <br /> solely to support any such health care institution. <br /> 8. Museums which have registered with the <br /> administrator of the office of Consumer Affairs of the <br /> Commonwealth of virginia and which have been granted tax <br /> exempt status under Section 5~1(c) (3) of the Internal <br /> <br />Revenue Code. <br /> <br /> (b) No charitable organization shall be exempt under <br />this section unless it shall submit, before any solicitation <br />in any calendar year, to the Manager on forms to be <br />prescribed by him, the name, address and purpose of the <br />organization and the statement setting forth the reason for <br />the claim for exemption. If exempted, the Manager shall <br />issue annually, a letter of exemption which may be exhibited <br />to the public.
