Section 3. The Director of Finance is hereby authorized to transfer <br />funds for the purpose of equalization, from any fund in one authorized <br />bank to the same fund in another authorized bank, provided the <br />transfer check is countersigned by the City Treasurer. <br />Section 4. The Director of Finance is hereby authorized to transfer <br />funds, as a temporary loan, from one fund of the City to any other <br />fund of the City, provided the transfer check is countersigned by the <br />City Treasurer. <br /> Section 5. Monies paid to the retired school teachers shall be termed <br /> as g~atuity and only as a temporary measure. If the State of Virginia <br /> takes over this responsibility, this gratuity will cease. <br /> Section 6. To the extent that any monies in the accountS of the <br /> School Board derived from sources other than the State of Virginia are <br /> unexpended at the end of the fiscal year 1985-86, and, thus, become <br /> available for use the next fiscal year, the City's share of the <br /> appropriation made for education and scholarships for the next ensuing <br /> year shall be decreased by a like amount. <br /> Adopted by the Council of the City of Portsmouth, Virginia, at <br /> a meeting held May 14, 1985. <br /> Teste: <br /> <br />City Clerk <br /> <br /> <br />
