15 A RESOLUTION DESIGNATING A SITE FOR FESTIVAL EVENTS AND PUBLIC CELEBRATIONS INCLUDING PORTSIDE AND THE FESTIVAL MARKET PLACE DESIGNATED AS THE OLDE HARBOUR ~RKET IN THE~CITY OF PORTSMOUTH, VIRGINIA. ~HEREAS, the City of Portsmouth, together with its chosen instrumentality, the Portsmouth Redevelopment and Housing Authority, and as part of the Waterfront Redevelop- ment Project approved by the City, has caused to be erected a site for festival events and public celebration~ desig- nated as Portside which includes the Festival Market Place designated as the Olde Harbour Market and the adjacent waterfront in the City of Portsmouth, Virginia; and WHEREAS, the waterfront property on and adjacent to Portside and the Olde Harbour Market is titled in the name of the City of Portsmouth and/or the Portsmouth Redevelop- ment and Housing Authority; and WHEREAS, Portside and the Olde Harbour Market are specifically designed and constructed to be, a~ong other things, a site for festival events and public celebrations or gatherings as orovided for in ~18.2-341 (a) (21), Code of Virginia, 1950, as amended. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia that Portside, including the Festival Market Place to be known as Olde Harbour Market, and the publicly owned waterfront property adjacent there- to which is more particularly described herein-below is designated as a site for Festival events and public cele- brations: Beginning at the southeast right-of-way of Harbor Court and Crawford Parkway; thence east along the south right-of-way of Harbor Court 310.83'; thence southeast 42.31'; thence south 64' to the line of a concrete seawall; thence east 307.16' to a line of a bulkhead in the Southern Branch of the Elizabeth River; thence southerly along said bulkhead line a distance of 1,985' + to a point; thence west 224' + to the east rightlof-way of Water Street; ~hence north and thence west along said right- of-way to its intersection ~ith the east right- of-way of Crawford Parkway; thence north along Crawford Parkway to its intersaction with the south right-of-way of Harbor Court, the point of beginning.
