128 <br /> <br />A RESOLUTION EXPRESSinG T~E OPPOSITION OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH,~IRGINIA, FOR THE CONSTRUCTION OF AN ASH <br />DISPOSAL FACILITY ON THE PORTSMOUTHJCHESAPEAKE BORDER. <br /> <br /> WHEREAS, this Council, by adoption of a resolution on <br />September 11, 1984, requested that the Council of the City <br />of Chesapeake, Virginia, withhold action on a use permit <br />application filed by the ~i~g~nla Electric ~ Power Company <br />(VEPCO) for the construction of an ash disposal facility in <br />Chesapeake near its border~with Portsmouth in the'~vicinity <br />of Cavalier Manor until such time as a~full environmental <br />impact study can b~ prepare~; and <br /> <br /> W~EREAS, this Council, bY adoption of a resolution on <br />October 9, 1984, reaffirmed the concerns of the Councit with <br />the construction of an ash disposal facility on the Portsmouth/ <br />Chesapeake border; an~~: <br /> <br /> WHEREAS, an environmental impact statement for the proposed <br />project has not been prepared and the concerns involving the <br />establishment of a potentially hazardous facility in ~he heart <br />of a major metropolitan area have not been adequately responded <br />to; and <br /> <br /> WHEREAS, this Council is concerned that the establishment <br />of this facility in close proximity to substantial residential <br />areas could produce serious environmental health hazards for <br />the residents o-f the Cavalier Manor community as well as those <br />in the Lake Porest Section of Deep Creek in Chesapeake; an~ <br /> <br /> WHEREAS, the impact of this proposed facility on the'ad- <br />jacent residential areas will be felt for many years, and the <br />citizens residing in the area have grave concerns about health <br />~nd safety and maintaining the residential environment to which <br />the~ are entitled; and <br /> <br /> WHEREAS, the Planning Commission of the City of Chesapeake, <br />Virginia, has considered the application filed by VEPCO and <br />recommended against the issuance of the necessary use permit. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the ~it~ <br />of Portsmouth, Virginia, expresses its opposition to the con- <br />struction of an ash disposal facility on the Portsmouth/Chesapeake <br />border and requests the Council of the City of Chesapeake, Virginia, <br />to concur in the recommendation of its Planning Commission and <br />deny the use permit application filed by VEPCO. <br /> <br /> <br />
