109 <br /> <br />A RESOLUTION REAFFI~4ING THE CONCERNS OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH, VIRGINIA, WITH THE CONSTRUCTION OF AN <br />ASH DISPOSAL FACILITY ON THE PORTSMOUTH/CHESAPEAKE BORDER. <br /> <br /> WHEREAS, this Council, by adoption of a resolution on <br />September 11, 1984, requested that the Council of the City <br />of Chesapeake, Virginia, withhold action on a use permit <br />application filed by the Virginia Electric & Power Company <br />(VEPCO) for the construction of an ash disposal facility in <br />Chesapeake near its border with Portsmouth in the vicinity <br />of Cavalier Manor until such time as a full environmental <br />impact study can be prepared; and <br /> <br /> WHEREAS, an environmental impact statement for the pro- <br />posed project has not been prepared, and the concerns involving <br />the establishment of a potentially hazadous facility in the <br />heart of a major metropolitan area have not been adequately <br />responded to; and <br /> <br /> WHEREAS, this Council is concerned with the establishment <br />of a potentially hazadous facility in the vicinity of a resi- <br />dential area which may constitute a threat to the health and <br />well being of the residents of the area as well as a threat <br />to the waters of Hampton Roads and the quality of life enjoyed <br />by the citizens of all the Tidewater cities. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouthv Virginia, advises the Council of the City <br />of Chesapeake, Virginia, that it opposes the issuance of a <br />use permit to VEPCO until such time as a full environmental <br />impact study has been prepared and the results thereof establish, <br />to the satisfaction of the affected citizens, that the project <br />will not ha~e a significant environmental impact on the quality <br />of life and the health and well being of those persons. <br /> <br /> BE IT FURTHER RESOLVED that this Council requests that <br />the appropriate State regulatory agencies commence an immediate <br />inquiry into the proposed facility and take whatever steps might <br />be necessary to protect %he health and well being of the re- <br />sidents of the area. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />hereby is, directed to forward copies of this resolution to <br />the Honorable Mayor and members of the Chesapeake City Council, <br />the appropriate officials of VEPCO and the applicable State <br />regulatory agencies. <br /> <br /> <br />
