"WASTEWATER TREATMENT FACILITY" shall mean the structures, processes, equipment and arrangements necessary to treat and dis ctiarge wastewaters. "WPCF" shall mean the Water Pollution Control Federation. (Unless the context of usage indicates otherwise, the meaning~of terms in this Article not defined herein shall be as defined in the "Glossary: Water and Wastewater Control Engineering" prepared by Joint Editorial Board of the American Public Health Association, American Society of Civil Engineers, American Water Works Association, and Water Pollution Control Federation. Section 38-101. Notice of Violation. Any persen found in violation of this Article or any requirement of a permit issued hereunder, may be served with a written notice stating the nature of the violation and providing a reasonable time limit for compliance. Any such notice given shall be in writing to the owner or occupant, or both, of the premises on or in which the violation exists, and shall order the owner or occupant, or both, to bring same into compliance within such reasonable time as the Director shall specify in the notice. Service of the notice required to be given herein shall be made by mailing the notice to the last known street or post office address of the person, agent, executor, administrator, trustee, guardian or occupant to whom it is directed, or by delivery thereof to such person, agent, executor, administrator, trustee, guardian or occupant. Prgof of so mailing or delivering a notice shall be sufficient evidence that the notice was served, and the date of mailing or delivery as the case may be, shall be the date of service. In the event the last known street or post office address of the person, ~gent, executor, administrator, trustee, guardian or occupant is unknown, or the no%ice so mailed is returned undelivered by the Post Office Department, then service of the notice shall be made by posting the notice on the land or premises on which the violation exists. Proof of posting the notice shall be s~fficient evidence that the notice was served and the date of posting shall be the date of service. Section 38-102. Penalty. (a) Any person who contlnue~ to violate the discharge provisions of thi's Article beyond the time limit provided for in S38-101 shall be guilty of a Class III Misdemeanor. Each day's continuance of such violation shall constitute a separate offense.
