When arresting officer shall take person before issuing authority. If'any person is: (1). believed by the a~resting officer to have committed a felony; ~ _ (2) believed by the arresting officer to be liket-y to disregard a summons issued under 923-21 or refusing to give a written promise to appear under'the Rrovisions~of ~23~21 of the City Code or ~46.1-179.2 of the Code of Virginia, 1950, as amended, the arresting officer shall take such person forthwith before a magistrate or Other issuing authorityhaving jurisdiction, who shall determine whether or not probable cause exists that such person is likely to disregard a summons, and may issue either a sun~ons or warrant as he shall determine proper~ Section 23-66. Reckless driving. (a) Irrespective of the maximum speeds herein provided, any person who drives a vehicle upon a highway recklessly or at a speed or in a manner so as to endanger life~ limb or property of any person shall be guilty of reckless driving; provided that the driving of a motor vehicle~at a speed twenty or more miles per hour in excess of any speed limit provision of ~23-t05 may constitute ground for prosecution for reckless. driving under this section. (b) A person shall be guilty of reckless driving who shall: (1) Drive a vehicle when not under proper control or with inadequate or improperly adjusted brakes upon .any highway of this City. (2) While driving a vehicle, overtake and pass another vehicle proceeding in the same direction upon or approaching the crestof~a guade or upon or approaching a curve in the highway where the driver's view along the highway is obstructed, except where the overta~in~ vehicle is being operated on a highway haying two ~2~ o~ mere designatedtanes of roadway for each direction of travel or on a~designatsd onerway street or highway.
