an alcohol safety action program or a driver alcohol r~- <br />habilitation program or such othe~ alcohol rehabilitation <br />program as may in the opinion of~ the court be best suited <br />to the needs of such person. Upon a second convlctlo , the <br />court may not suspend more than two (2) years of such license <br />suspension or revocation if such second conviction occurred <br />less than five (5) years after a previous conviction, nor <br />more than (10) years after a previous conviction. Upon a third <br />conviction of a violation of ~21-19, such person shall not be <br />eligible for participation in such alcohol rehabilitation- <br />program. <br /> Notwithstanding any other provlsio~ of' this section, the <br /> period of license revocation or suspension shall no~ begin to <br /> expire until the person convicted has surrendered his license. <br /> to the Court or the Division of Motor Vehicles. <br /> 4.
