That Section 32-19 of th~ Code~of the City of Portsmouth, Virginia be amended to read as follows: Section 32-19. Soliciting subscriptions, selling goods or services or distributing printed matter on certain streets and sidewalks. (a) No person shall sell or offer to sell any goods, wares, merchandise, books, magazines or any article of value, except newspapers, or take orders for or sell subscriptions to same for future delivery, or render or offer to render any services other than the shining of shoes, or distribute printed matter on any of the streets and sidewalks paralleling streets which are (i) designated as parking meter zones in §23-257; or (ii) within fire districts as set forth in ~6-9; or (iii) such streets and sidewalks being designated in paragraph (b) hereof by the City Council, such streets and sidewalks being congested areas for pedestrian travel and use. (b) 'The sidewalks and streets located within the following described area are hereby designated as streets and sidewalks being congested areas for pedestrian travel and use: Beginning at the center lines of the intersection of Crawford Parkway and Effingham Street; thence easterly along the center line of Crawford Parkway to the center line of Washington Street; thence north 40' + to the north right-of-way of Crawford Parkway; thence east along said right-of-way 1,300' to a point; thence east along a line projected to the pier- head line in the southern branch of the Elizabeth River established by the U. S. Army Engineers;
