33 <br /> <br />A RESOLUTION EXPRESSING THE CONCERN OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH WITH RECENT INCIDENTS OF ACTS WHICH ARE <br />OFFENSIVE TO THIS COUNCIL AND THE CITIZENS OF THIS <br />COMMUNITY. <br /> <br /> WHEREAS, the City of Portsmouth has long been <br />recognized as a community of racial and religious harmony <br />and understanding; and <br /> <br /> WHEREAS, the City of Portsmouth has recently been <br />confronted with incidents of cross-burnings in the yards of <br />black or interracial families living in predominantly white <br />neighborhoods; and <br /> <br /> WHEREAS, these isolated incidents are unacceptable to <br />this Council and the citizens of this City; and <br /> <br /> WHEREAS, Commonwealth's Attorney, Johnny E. Morrison, <br />has announced the formation of a Task Force composed of the <br />FBI, the Police Department and the Fire Department to <br />investigate these vicious and cowardly acts. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth denounces the malicious acts of a few <br />which tend to disrupt the quality of life of the citizens <br />of this City and calls upon the "Portsmouth Family" to <br />likewise denounce these acts and to send a message <br />throughout the community that the citizens of this City <br />will not tolerate acts of this nature. <br /> <br /> BE IT FURTHER RESOLVED that this Council endorses the <br />formation of the Task Force by the Commonwealth's Attorney <br />and calls upon the citizens of this City to assist the Task <br />Force in any way possible to assure the arrest and <br />convictions of the cowardly individuals responsible for <br />these offensive acts. <br /> <br /> Adopted by the Council of the City of Portsmouth~ <br />Virginia, at a meeting held March 25, 1986. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
