A RESOLUTION APPROVING A CONSERVATION <br />VIEW CONSERVATION PROJECT. <br /> <br /> 3O <br /> <br />PLAN FOR THE WEST PARK <br /> <br /> WHEREAS, under the provisions of the Housing and <br />Community Development Act of 1974, as amended, financial <br />assistance is provided to localities for undertaking and <br />carrying out community development activities, including <br />execution of conservation projects; and <br /> <br />the <br /> <br /> WHEREAS, said conservation projects must be approved by <br />the governing body of the locality in which the pro3ect is <br />situated pursuant to Title 36 of the Code of Virginia, 1950, <br />as amended, and that such approval must include findings by <br />the governing body that: <br /> <br /> 1. The Conservation Plan will afford maximum <br />opportunity consistent with the sound needs of the locality <br />as a whole, for conservation of the project area by private <br />and/or public enterprise; and <br /> <br /> 2. That Conservation Plan conforms to the general plan <br />for the development of the locality as a whole; and <br /> <br /> WHEREAS, a plan, identified as the Conservation Plan <br />for the West Park View Conservation Project (hereinafter <br />referred to as the "Plan"), dated February 1986, and <br />consisting of four (4) pages and two (2) exhibits and has <br />been referred to this Council for review and approval; and <br /> <br /> WHEREAS, the Plan for the conservation pro3ect <br />identified as the West Park View Conservation District <br />(hereinafter callsd_the "Project"), encompasses the area as <br />described in the boundary description within the Plan in the <br />City of Portsmouth, State of Virginia (hereinafter called <br />the "Locality"), and delineated on the attached exhibit; and <br /> <br /> WHEREAS, a study of the project area has been made and <br />it has been determined that the area is deteriorating and <br />eligible for conservation pursuant to Title 36 of the Code <br />of Virginia; and <br /> <br /> WHEREAS, Portsmouth Redevelopment and Housing Authority <br />has resolved that this Plan is in the best interest of the <br />City's renewal effort; and <br /> <br /> WHEREAS, this Council is cognizant of the conditions <br />that are imposed by the provisions of the Housing and <br />Community Development Act of 1974, as amended, including <br />those prohibiting discrimination on the basis of race, age, <br />color, creed, sex or national origin; and <br /> <br /> <br />
