WHEREAS, in the judgment of this Council, it is in the interes~ of the City and its inhabitants that the said plan be approved. THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: 1. That it is hereby deemed appropriate and in the public interest that a conservation program be carried out in the Ebony Heights neighborhood within the boundaries described in the Ebony Heights Conservation Plan. 2. That it is hereby found and determined that the Plan for the project area will afford maximum opportunity, consistent with the needs of the City of Portsmouth as a whole, for the conservation of the area and the Project qualifies as an eligible Conservation Project under Title of the Code of Virginia, 1950, as amended. 36 3. That, in order to implement and facilitate the effectuation of the Plan, this Council hereby (a) pledges its cooperation in the execution of the Plan; (b) requests the various officials, departments, boards and agencies of th~ City of Portsmouth havin~ administrative responsibilities likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the Plan; (c) acknowledges that conservation measures and other activities described within the Plan will be carried out in accordance with the availability of funds; and (d) stands ready to consider and take appropriate action upon proposals and measures designed to effectuate the Plan. 4. That the Plan for the Project, having been duly reviewed and considered, is hereby approved, and the City Clerk be, and is hereby directed to file said copy of the Plan with the minutes of this meeting.
