100 A RESOLUTION GRANTING A USE PERMIT TO MARK AND SHERBIE SKEEN FOR THE CONVERSION OF AN EXISTING SINGLE-FAMILY DWELLING TO A DUPLEX RESIDENCE AT 2701 BAYVIEW BOULEVARD (UP-86-9). WHEREAS, Mark and Sherbie Skeen has made application pursuant to ~40-102 (B) for a use permit to con~ert an existing single-family residence to a duplex residence at 2701 Bayview Boulevard (Tax Map 140, Parcel 5) which is located in the Port Norfolk Historic District; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the grantin§ of a use permit with conditions for the conversion of an existing single-family dwelling to a duplex residential structure. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: (1) That the use for which the use permit is sought: (a) Will not adversely affect the health and safety of persons residing in the neighborhood of the proposed use; (b) Will not be detrimental to in3urious to the property or improvements neighborhood; and the public use or in the (c) Will be in accord with the purposes of the Zoning Chapter of the City Code. 2. Mark and Sherbie Skeen are hereby granted a use permit pursuant to §40-102 (B) to convert an existing single-family residence to a duplex residential structure at 2701 Bayview Boulevard, such conversion to be in compliance with the regulations applicable to the Port Norfolk Historic Residential Subdistrict as provided for in the Zoning Chapter of the Code of the City of Portsmouth, Virginia, 1973, as amended, such approval being granted subject to the following terms and conditions: (a) The applicant shall comply with all applicable codes, ordinances, policies and regulations of the City of Portsmouth, Virginia, and shall obtain all necessary licenses and permits.
