A RESOLUTION APPROVING THE 1986 COMMUNITY DEVELOPMENT <br />PROGRAM OF THE CITY OF PORTSMOUTH, AUTHORIZING THE CITY <br />MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S <br />1986 COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT. <br /> <br /> WHEREAS, under the Housing and Community <br />Development Act of 1974, as amended, financial <br />assistance is provided to localities for undertaking <br />carrying out development activities; and <br /> <br />and <br /> <br /> WHEREAS, the required ~ublic hearing has been held <br />and the City Council has reviewed the Proposed 1986 <br />Community Development Program'~ Statement of Objectives, <br />and Use of Funds; and <br /> <br /> WHEREAS, it is necessary that this Council take <br />official action regarding this Program to comply with <br />the regulations of aforementioned Act; and <br /> <br /> WHEREAS, this Council is aware of the federal <br />regulations governing the undertaking and carrying out <br />of activities under the Housing and Community <br />Development Program; and <br /> <br /> WHEREAS, this Council, on behalf of the City of <br />Portsmouth, possesses the legal authority to apply for a <br />grant and execute the proposed program under the <br />provisions of the aforementioned Act; and <br /> <br /> WHEREAS, this ODuncil recognizes its responsibility <br />to direct that safeguards be established to protect <br />employees from using their position for a purpose that <br />gives the appearance of being motivated by a desire for <br />private gain for themselves or others~ particularly <br />those with whom they have family, business or other <br />ties; and <br /> <br /> WHEREAS, this Council has found said 1986 Community <br />Development Program's Proposed Statement of Objectives <br />and Use of Funds and Uniform Displacement Policy <br />appropriate to meet the needs of the City and, <br />therefore, acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of <br />the City of Portsmouth, Virginia, that the 1986 <br />Community Development Program's Proposed Statement of <br />Objectives and Use of Funds and Uniform Displacement <br />Policy having been reviewed and considered, be and <br />hereby are, approved in all respects and the City <br />Manager is hereby authorized to file the Final Statement <br /> <br /> <br />
