AN ORDINANCE TO ~END THE CODE OF THE CITY OF <br />PORTSMOUTH, VIRGINIA, 1973, AS AMENDED, BY ADDING TO <br />CHAPTER 2 THEREOF, ARTICLE XXIII PERTAINING TO THE <br />EMERGENCY SERVICES AGENCY. <br /> <br /> BE IT ORDAINED by the Council of the City of <br />Portsmouth, Virginia: <br /> <br /> 1. That Chapter 2 of the Code of the City of <br />Portsmouth, Virginia, 1973, be amended by adding thereto <br />Article XXIII, such new Article to read as follows: <br /> <br />ARTICLE XXIII. Emergency Services Agency <br /> <br />Section 2-400. Created; director; coordinator. <br /> <br /> In accordance with the "Commonwealth of Virginia <br />Emergency Services and Disaster Law of 1973" Chapter 3.2 <br />of Title 44 of the Code of Virginia, 1950, as amended, <br />an Agency of Emergency Services is hereby created for <br />and within the City. The City Manager is hereby <br />appointed as Director of Emergency Services. A <br />coordinator shall be appointed by the City Manager, with <br />the consent of City Council. <br /> <br />Section 2-401. Powers and duties. <br /> <br /> (a) In collaboration with other public and private <br />agencies within the state, the Director of Emergency <br />Services shall develop or cause to be developed mutual <br />aid arrangements for reciprocal assistance in case of a <br />disaster too great to be dealt with unassisted. <br /> <br /> (b) The Director of Emergency Services shall <br />prepare or cause to be prepared and keep current a local <br />or inter3urisdictional emergency plan for the area. <br />This shall include, but not be limited to, <br />responsibilities of all local agencies and shall <br />establish a chain of command. <br /> <br /> (c) The Director of Emergency Services shall have <br />such other powers and duties as provided for in the <br />"Commonwealth of Virginia Emergency Services and <br />Disaster Law of 1973, as amended". <br /> <br /> (d) The Coerdinator of Emergency Services <br />shall have such powers and duties as may be assigned by <br />the Director of Emergency Services. <br /> <br />Section 2-402. Declaration of emergencies. <br /> <br /> <br />
