AN ORDINANCE TO ~END THE CODE OF THE CITY OF PORTSMOUTH, VIRGINIA, 1973, AS AMENDED, BY ADDING TO CHAPTER 2 THEREOF, ARTICLE XXIII PERTAINING TO THE EMERGENCY SERVICES AGENCY. BE IT ORDAINED by the Council of the City of Portsmouth, Virginia: 1. That Chapter 2 of the Code of the City of Portsmouth, Virginia, 1973, be amended by adding thereto Article XXIII, such new Article to read as follows: ARTICLE XXIII. Emergency Services Agency Section 2-400. Created; director; coordinator. In accordance with the "Commonwealth of Virginia Emergency Services and Disaster Law of 1973" Chapter 3.2 of Title 44 of the Code of Virginia, 1950, as amended, an Agency of Emergency Services is hereby created for and within the City. The City Manager is hereby appointed as Director of Emergency Services. A coordinator shall be appointed by the City Manager, with the consent of City Council. Section 2-401. Powers and duties. (a) In collaboration with other public and private agencies within the state, the Director of Emergency Services shall develop or cause to be developed mutual aid arrangements for reciprocal assistance in case of a disaster too great to be dealt with unassisted. (b) The Director of Emergency Services shall prepare or cause to be prepared and keep current a local or inter3urisdictional emergency plan for the area. This shall include, but not be limited to, responsibilities of all local agencies and shall establish a chain of command. (c) The Director of Emergency Services shall have such other powers and duties as provided for in the "Commonwealth of Virginia Emergency Services and Disaster Law of 1973, as amended". (d) The Coerdinator of Emergency Services shall have such powers and duties as may be assigned by the Director of Emergency Services. Section 2-402. Declaration of emergencies.
