76 A RESOLUTION APPROVING AMENDMENT NO. 3 TO THE OLDE TOWNE CONSERVATION PLAN FOR THE OLDE TOWNE CONSERVATION PROJECT. WHEREAS, this Council by resolution adopted May 14, 1968 approved a Conservation Plan for the Olde Towne ConservatiDn Project, Portsmouth, Virginia (Plan); and WHEREAS, there has been presented to this body for consideration and approval, a copy of an amended Plan for the project a~ea, which Plan consists of 5 pages and 2 exhibits; and WHEREAS, Amendment No. 3 proposes to extend the periods of time during which the Plan will be effective, modifies the Plan narrative so as to be consistent with the other conservation districts, and amends the Project boundaries to coincide with the Olde Towne Historic District boundaries; and WHEREAS, the Portsmouth Redevelopment and Housing Authority has resolved that this Amendment is in the best interest of the City's renewal effort; and WHEREAS, this Council is cognizant of the conditions that a~e imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination because of ~ace, age, color, c~eed, sex or national origin; and WHEREAS, in the judgment of this Council it is in the interest of the City and its inhabitants that the said ~mendment is approved. ~ NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That Amendment No. 3 t~ the Conservation Plan for the Olde Towne Conservation Project, having been duly reviewed and considered, it is hereby found: (a) That the objectives of the Olde Towne ConservatIon Project, Portsmouth, virginia, can be better achieved by the adoption of said Amendment to the Plan. (b) That Amendment No. 3 to the Plan fo~ the p~oject area meets the requirements of a plan for a conservation project pumsuant to Chapter 1 of Title 36 of the Code of Virginia, 1950, as amended.
