65 <br /> <br />A RESOLUTION EXPRESSING THE CONCERN OF THE coUNCIL OF THE CITY <br />OF PORTSMOUTH WITH RESPECT TO THE CONSTRUCTION OF SOUND <br />BARRIERS IN RESIDENTIAL AREAS ALONG THE WESTERN FREEWAY <br />PROJECT. <br /> <br /> W~EREA$, the Virginia Department of Highways and <br />Transportation and the City of Portsmouth, Virginia entered <br />into an ~greement for the construction of the portion of the <br />Western Freeway Project from Cedar Lane to the West Norfolk <br />Bridge; and <br /> <br /> WHEREAS, the proposed Western Freeway has been the first <br />priority highway project of the City of Portsmouth for a <br />number of years and has received the support of this C~uncil <br />as long as the construction of same is done in a manner which <br />will not be detrimental to the quality of life provided for <br />the residents of our City; and <br /> <br /> WHEREAS, provisions within the plans for the Western <br />Freeway Project pertaining to the abatement of noise has <br />raised questions and concerns among the residents of our City; <br />and <br /> <br /> WHEREAS, the Virginia Department of Highways and <br />Transportation~ has indicated that noise barriers are being <br />studied in detail by.the Department and a decision to build <br />noise barriers will be decided based on a number of factors <br />including cost, amount of abatement, number of residents <br />protected, design factors and public input; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth deems it <br />to be in the best interest of its residents to assure that the <br />plans and design for the construction of the Western Freeway <br />address the concerns of our residents including, but not <br />limited to, the noise issue being raised at the present time. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED that the Council of the <br />City of Portsmouth, Virginia endorses and supports the <br />Merrifields Civic League's position on the necessity for the <br />placement of noise barriers along the Western Freeway and <br />calls upon the Department of Highways and Transportation to <br />address the issues being raised in a manner that will resolve <br />the concerns of this Council and the residents of our City. <br /> <br /> BE IT FURTHER RESOLVED that the City Clerk be, and she <br />hereby is, directed to forward a copy of this Resolution to <br />the Virginia Department of Highways and Transportation and <br />members of the Portsmouth Delegation to the General Assembly <br />of Virginia. <br /> <br /> <br />
