A RESOLUTION OF EHE COUNCIL OF THE CITY OF PORTSMOUTH, <br />VIRGINIA, IN CONJUNCTION WITH ALL THE CITIES OF HAMPTON <br />ROADS, RELATIVE TO PHASE II OF THE STUDY BY THE GOVERNOR'S <br />COMMISSION ON TRANSPORTATION FOR THE TWENTY-FIRST CENTURY. <br /> <br /> WHEREAS, the Governor's Commission on Transportation <br />the Twenty-First Century is charged with studying the <br />Commonwealth's transoortation needs and making <br />recommendations aimed at meeting those needs; and <br /> <br /> WHEREAS, the stated objectives of the Phase II study to <br />be conducted by the Commission include examination of <br />innovative financing techniques which could be made available <br />to local governments for meeting both intrajurlsdictional and <br />interjurisdictional transportation needs; determination of <br />whether local units of government should be granted <br />additional authority for controlling local transportation <br />networks; and exploring ways for improving cooperation <br />between the new Virginia Department of Transportation and <br />local governments within the Commonwealth; and <br /> <br /> WHEREAS, the Commission has concluded a series of public <br />hearings on Phase II of its study in order to solicit <br />participation and receive testimony of interested parties <br />including local governments; and <br /> <br /> WHEREAS, the cities of Hampton Roads have cooperatively <br />and actively participated in the work of the Commission. <br /> <br />BE iT RESOLVED by the Council of the City of Portsmouth: <br /> <br /> 1. That it hereby endorses and supports as priorities <br />the following four options, as previously identified by the <br />Governor's Commission on ~ransportation, that should be <br />enacted to permit localities to augment State transportation <br />revenues; <br /> <br />a. Impact Fees <br />b. Regional Tax <br />c. Additional Bonding Authority <br />d. Recordation or Transfer Fee <br /> <br /> 2. That local governments be granted additional <br />authority for controlling local transportation networks; <br />specifically, the cities of Hampton Roads advocate that <br />cities be allowed to administer, through intergovernmental <br />agreements, high-priority urban construction projects within <br />their boundaries. Such agreements should include provisions <br />for preliminary engineering, corridor determination, design, <br />right-of-way acquisition, and inspection. <br /> <br /> <br />
