A RESOLUTION GRANTING A USE PERMIT TO THE PENTECOSTAL WORKERS OF CHRIST CHURCH TO OPERATE A GROUP HOME FOR ADULTS AT 2503 DEEP CREEK BOULEVARD. WHEREAS, the Pentecostal Workers of Christ Church by Reverend James H. Coppage, Pastor, has made application pursuant to ~40-71 (b) of the Code of the City of Portsmouth, Virginia, for the granting of a use permit as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit with conditions. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit is sought: .(a) Will not adversely affect the health and safety of persons residing or working in the neighborhood of the proposed use; (b) Will not be detrimental to the public use or injurious to the property or improvements in the neighborhood; and (c) Will be in accord with the purposes of the Zoning Chapter of the City Code. 2. The Pentecostal Workers of Christ Church is hereby granted a use permit pursuanm to ~40-71 (b) of the Code of the City of Portsmouth, Virginia, to operate a group home [or ten (10) adults on the property designated as 2503 Deep Creek Boulevard and described as Tax Map ~139, Parcels ~48 and #51 (UP-87-7). 3. This use permit is approved subject to the following conditions: (a) No more than ten (10) adults may be residents of the facility at any one time. (b) A minimum of twenty-two (22) parking spaces must be provided. (c) A site plan must be submitted to the Planning staff outlining the exterior recreation and the screenIng of the parking lot and church from abutting properties in accordance with ~40-48 of the City Code.
