AN ORDINanCE TO AMEND ARTICLE VII OF CHAPTER 35 OF THE CODE OF <br />THE CITY OF PORTSMOUTH, VIRGINIA, 1973, BY ADDING THERETO <br />SECTION 35-120.1, PERTAINING TO UTILITY TAX FOR EMERGENCY <br />(E-9111 TELEPHONE SYSTEM. <br /> <br />WHEREAS, the Council of the City of Portsmouth finds: <br /> <br /> (1) That an Emergency (E-911) Telephone System as <br />defined herein will be installed in the City of Portsmouth; <br /> <br /> (2) That the C & P Telephone Company has central office <br />equipment which will permit such system to be installed; and <br /> <br /> (3) That it is necessary to levy a tax on purchasers of <br />local telephone service to pay the capital, installation and <br />recurrinq maintenance costs of this system. <br /> <br /> NOW, THEREFORE, BE IT ORDAINED by the Council of the City <br />of Portsmouth, Virginia, that Article VII of Chapter 35 of the <br />City of Portsmouth be amended by adding thereto §35-120.1 <br />pertaining to Emergency (E-911) Telephone System. <br /> <br />Section 35-120.1. Emergency (E-911) Telephone System. <br /> <br /> (a) When used in this section, the following wo~ds shall <br />have the following meanings except where the context clearly <br />indicates that a different meaning is intended. <br /> <br />(1) E-91t System. <br /> <br /> An "E-911 System" means a telephone service which <br />utilizes a computerized system to automatically route <br />emergency telephone calls placed bv dialing the digits "911" <br />to the p~ope~ public safety answering point serving the <br />jurisdiction from which the eme~qencv telephone call was <br />placed. An E-911 System includes selective routing of <br />telephone calls, automatic telephone number identification, <br />and automatic location identification performed by computers <br />and other ancillary control center communications equipment. <br /> <br />(2) Public Safety Answering Point. <br /> <br /> The term "public safety answering point" means a <br />communications facility operated on a twenty-fou~ hour basis <br />which first receives E-911 calls from persons in an E-91t <br />service area and which may, as appropriate, directly dispatch <br />public safety service or extend, transfer, or relay E-911 <br />calls to appropriate Public safety agencies. <br /> <br /> <br />
