FROM THE CAPITAL <br />iMPROVEMENT FUND FOR IMPROVEMENTS TO THE SOUND SYSTEM AND <br />OUTDOOR LIGHTING AT WILLETT HALL. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that the sum of Forty-Eight Thousand and 00/100 <br />($48,000.)
