AN ORDINANCE AMENDING SECTION 11-129 OF THE CODE OF THE CITY <br />OF PORTSMOUTH, VIRGINIA, BY ADDING THERETO SUBSECTIONS 14 AND <br />15 PERTAINING TO THE PROCUREMENT OF INSURANCE, PURCHASE AT <br />PUBLIC AUCTION AND CERTAIN LEGISLATIVE ACTIVITIES. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that Section 11-129 of the Code of the City of <br />Portsmouth, virginia, be amended by adding thereto Subsections <br />14 and 15 to read as follows: <br /> <br />Section 11-129. Exemptions from the required use of sealed <br /> bidding or competitive negotiation. <br /> <br /> (14) Upon determination made in advance by the City <br />Council that procurement by competitive negotiation for <br />professional services is either not practicable or fiscally <br />advantageous, insurance may be procured through a licensed <br />agent or broker selected in the manner provided for <br />competitive negotiation as set forth in Section 11-127. The <br />basis for this determination shall be documented in writing. <br /> <br /> (15) Upon determination made in advance by the City <br />Council and set forth in writing that the purchase of goods, <br />products or contmodities from a public auction sale ~s in the <br />best interests of the public, such items may be procured at <br />the auction.
