RESOLUTION <br /> <br /> WHEREAS, on the 20th day of January, 1988, death brought <br />to a close the active life of Charles O. Neal, a life long <br />resident of the City of Portsmouth; and <br /> <br /> WHEREAS, for twenty-seven years Charles O. Neal served <br />the City of Portsmouth and its citizsns with distinction as a <br />member of the Portsmouth Police Department and broke racial <br />barriers when he became the City's first black Police Sergeant <br />in 1965; and <br /> <br /> WHEREAS, he joined the Portsmouth Police Department in <br />1960 and rose through various ranks becoming a Lieutenant and <br />heading the Crime Prevention Unit; and <br /> <br /> WHEREAS, he gave generously of his time <br />interest of the citizens of the City, whose <br />paramoun5 at all times; and <br /> <br />and energy in the <br />interest he held <br /> <br /> WHEREAS, the stature he attained in the community by his <br />exemplary life and monument achievements were well recognized <br />during his lifetime and he was named Policeman of the Year in <br />1981; and <br /> <br /> WHEREAS, the community has suffered a great loss in the <br />passing of Charles O. Neal and join with his family, friends <br />and associates in mourning his death. <br /> <br /> THEREFORE, BE IT RESOLVED by the Council of the City of <br />Portsmouth, Virginia, that the sympathy of this body, acting <br />for the citizens of [his City be, and hereby is, extended to <br />the family of the late Charles O. Neal. <br /> <br /> BE IT FURTHER RESOLVED that this resolution be spread <br />upon the Minutes of the Council, and that a copy thereof be <br />presented to his wife, Thelma Neal, in recognition of his <br />service and respected stature in this community. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held January 26, 1988. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
