A RESOLUTION GRANTING A USE PERMIT TO THE PARC, INC. TO OPERATE A TEMPORARY RESIDENCE FACILITY AT THE DALE HOMES RECREATION CENTER AT 1900 COLUMBUS AVENUE. WHEREAS, the Council of the City of Portsmouth, Virginia, at a meeting held January 14, 1986, adopted a Resolution granting a use permit to the Portsmouth Area Resource Coalition, Inc. to operate a temporary residence facility at the Dale Homes Recreation Center at 1900 Columbus Avenue; and WHEREAS, the Resolution prescribed as a condition for the use permit that it was issued for a two year trial period and that any request for an extension of time must be supported by findings such as would be required if the use permit was being requested for the first time; and WHEREAS, W. Joseph Winfree, coordinator of PARC, Inc., has made application pursuant to ~40-78 (b) of the Code of the City of Portsmouth, Virginia, and the condition noted above in Resolution 1986-2 for the renewal of the use permit issued in 1985 (UP-85-31) and for the granting of a new use permit as hereinafter-described; and WHEREAS, the applicant and the Planning Director have done all things required to be done in connection with said application; and WHEREAS, the Planning Commission has recommended the granting of said use permit. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia: 1. That the use for which the use permit is sought: (a) Will not affect the health and safety of persons residing or working in the neighborhood of the proposed use; (b) Will not be detrimental to the public use or injurious to the property and improvements in the neighborhood; and (c) Will be in accordance with the purposes of the Zoning Chapter of the City Code. 2. PARC, Inc., is hereby granted a use permit pursuant to ~40-78 (b) of the Code of the City of Portsmouth, Virginia, to operate a temporary residence facility for twenty-one (21) residents in the Dale Homes Recreation Center at 1900 Columbus Avenue, such site being more particularly described as follows:
