64 A RESOLUTION APPOINTING VIEWERS FOR CLOSING PORTIONS OF ARMSTRONG STREET AND BLAIR STREET. WHEREAS, The Portsmouth School Board, The City of Portsmouth and~the Beazley Foundation have made application to vacate, close and discontinue the hereinafter-described portions of Armstrong Street and Blair Street, and it appearing that Notice of Application and Request for Appointment of Viewers has been advertised as required by law. NOW, THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth, Virginia, that Richard D. Ottavio, Simon P. Arrington, Robert McCurdy, James V. McGehee and Raymond Tweed, be appointed viewers and that George Powers and Howard Davis be appointed alternate viewers in the event one of the preceding viewers fails to participate, said viewers to view the hereinafter-described portions of such streets and to report to this Council in writing whether in their opinion any, and if any what, inconvenience would result in vacating and closing the following: Armstrong Street Armstrong Street from its intersection with the southern boundary of Ann Street approximately 128 feet to the terminus of Armstrong Street. Armstrong Street from its intersection with the northern boundary of Blair Street approximately 122 feet to the terminus of Armstrong Street. Blair Street Beginning on the west side of Owens Street at the northwest intersection of Blair Street, thence west to the eastern boundary of the Oak Grove Cemetery 140 feet, +, thence south along the eastern boundary of t~e Oak Grove Cemetery 50 feet, thence east 130 feet +, thence north 50 feet to the point of beginnTng.
