69 <br /> <br />A RESOLUTION APPROVING THE 1990 COMMUNITY DEVELOPMENT PROGRAM <br />OF THE CITY OF PORTSMOUTH, VIRGINIA, AUTHORIZING THE CITY <br />MANAGER TO FILE DOCUMENTS REQUIRED TO OBTAIN THE CITY'S i990 <br />COMMUNITY DEVELOPMENT BLOCK GRANT ENTITLEMENT. <br /> <br /> WHEREAS, pursuant to the Housing and Community <br />Development Act of 1974, as amended (Act), financial <br />assistance is provided to localities for undertaking and <br />carrying out development activities; and <br /> <br /> WHEREAS, the requi~ed public hearing has been held and <br />the City Council has reviewed the Proposed 1990 Community <br />Development Program's Statement of Objectives, and the Use of <br />Funds; and <br /> <br /> WHEREAS, it is necessary that this Council take official <br />action regarding the 1990 Community Development Program <br />(Program) to comply with the regulations of aforementioned <br />Act; and <br /> <br /> WHEREAS, the Council <br />governing the undertaking <br />the Housing and Community <br /> <br />is aware of the federal regulations <br />and carrying out of activities under <br />Development Program; and <br /> <br /> WHEREAS, this Council recognizes its responsibility to <br />direct that safeguards be established to protect employees <br />from using their position for a purpose that gives the <br />appearance of being motivated by a desire for private gain for <br />themselves or others, particularly those with whom they have <br />family, business or other ties; and <br /> <br /> WHEREAS, this Council has found said 1990 Community <br />Development Program's Proposed Statement of Objectives and Use <br />of Funds and Uniform D~isplacemenn Policy appropriate to meet <br />the needs of the City and, therefore, acceptable. <br /> <br /> NOW, THEREFORE, BE IT RESOLVED by the Council of the City <br />of Portsmouth, Virginia that the 1990 Community Development <br />Program's Proposed Statement of Objectives and Use of Funds, <br />and Uniform Displacement Policy having been reviewed and <br />considered, be and hereby are, approved in all respects and <br />the City Manager is hereby authorized to file the Final <br />Statement of Objectives and Use of Funds and any additional <br />information as may be required with the Department of Housing <br />and Urban Development in order to obtain funding for the <br />Program. <br /> <br /> BE IT FURTHER RESOLVED that the City Manager is <br />designated as the certifying officer and authorized <br />representative of the City of Portsmouth and shall provide <br />assurances as required of the locality by the Act for the <br />approval of the Program. <br /> <br /> <br />
