6O <br /> <br />A RESOLUTION EXPRESSING THE OPPOSITION OF THE COUNCIL OF THE <br />CITY OF PORTSMOUTH TO THE FURTHER EXPANSION OR PROLONGATION OF <br />CRANEY ISLAND AS A DISPOSAL AREA. <br /> <br /> WHEREAS, the 1988 Session of the Virginia General <br />Assembly adopted House Joint Resolution 163 memorializing the <br />Congress of the United States and the United States Army Corps <br />of Engineers to develop recommendations regarding alternatives <br />to the expansion of Craney Island as a disposal area and to <br />expedite the availability of this land for development <br />purposes; and <br /> <br /> WHEREAS, the Council of the City of Portsmouth has <br />steadfastly expressed its opposition to the expansion or <br />unnecessary prolongation of the Craney Island disposal area, <br />and by Resolution 1988-54 endorsed the Virginia General <br />Assembly's Joint Resolution 163; and <br /> <br /> WHEREAS, the Army Corps of Engineers has proposed the <br />westward expansion of Craney Island to accommodate additional <br />spoil dredge from the Norfolk Harbor and Hampton Roads <br />Shipping Channels; and <br /> <br /> WHEREAS, it is the finding of the City of Portsmouth, <br />Virginia, that the expansion of the site as proposed by the <br />Army Corps of Engineers would have a potentially severe <br />negative ecological and economic impact on the City of <br />Portsmouth and its neighbors; and <br /> <br /> WHEREAS, the Army Corps of Engineers is preparing to <br />report on the disposal options for the disposal of increased <br />spoil dredge; and <br /> <br /> WHEREAS, the Army Corps of Engineers will solicit input <br />from the Environmental Protection Agency and state and local <br />governments in the development of the report; and <br /> <br /> WHEREAS, this report will be submitted to the Virginia <br />Port Authority and that the Virginia Port Authority will be <br />the agency responsible for submitting a recommendation to the <br />Governor and the Virginia General Assembly; and <br /> <br /> WHEREAS, such proposal would require the Virginia General <br />Assembly to approve a Bill to transfer underwater land, <br />specifically to convey fee simple title or perpetual easements <br />in subaqueous beds of waterways. <br /> <br /> NOW, THEREFORE, BE <br />of Portsmouth, Virginia, <br />continued opposition to <br /> <br />IT RESOLVED by the Council of the City <br />that it hereby expresses its <br />the further expansion or prolongation <br /> <br /> <br />
