REGULATIONS FOR ADMINISTRATION SECTION 1. EmPloyees Classified On and after July 1, 1989, all employees of the City of Portsmouth Shall be classified according to the kind and type of Work Performed by them and as provided in this ordinance. SECTION 2. Classification and Compensation Ail officers and employees of the City, except those mentioned in Section 13 of this ordinance, shall be classified and graded in accordance with the CLASSES OF POSITIONS ASSIGNED TO PAY GRADES portion of this ordinance. The compensation of each classified employee shall be determined accordinq to the PAY SCHEDULE portion and other sections of this ordinance. SECTION 3. Salary and Class Specification Administration (a) The Department of Personnel shall maintain a continuing salary administration program to insure internal equity among position classifications. The salary administra- tion program shall include salary surveys, reclassifica- tions, audits, and analyses of turnover. (b) The Director of Personnel shall approve all position re- classifications, additions (new positions), or deletions prior to the action being taken. If a position reclassification results in an increase of one grade, employees shall receive an increase in com- pensation equivalent to one step. If the reclassifi- cation is two or more grades, employees shall receive an increase in compensation equivalent to two steps. In no case will the employee's base salary be more or less than the grade to which reclassified. If a position reclassification results in a reduction in the grade of the class, employees in that classification shall retain their current pay rate. The City Manager may authorize variations in the application of this section. -1-
