REGULATIONS FOR ADMINISTRATION <br /> <br />SECTION 1. EmPloyees Classified <br /> <br />On and after July 1, 1989, all employees of the City of <br />Portsmouth Shall be classified according to the kind and type <br />of Work Performed by them and as provided in this ordinance. <br /> <br />SECTION 2. Classification and Compensation <br /> <br />Ail officers and employees of the City, except those mentioned <br />in Section 13 of this ordinance, shall be classified and graded <br />in accordance with the CLASSES OF POSITIONS ASSIGNED TO PAY <br />GRADES portion of this ordinance. The compensation of each <br />classified employee shall be determined accordinq to the PAY <br />SCHEDULE portion and other sections of this ordinance. <br /> <br />SECTION 3. Salary and Class Specification Administration <br /> <br />(a) <br /> <br />The Department of Personnel shall maintain a continuing <br />salary administration program to insure internal equity <br />among position classifications. The salary administra- <br />tion program shall include salary surveys, reclassifica- <br />tions, audits, and analyses of turnover. <br /> <br />(b) <br /> <br />The Director of Personnel shall approve all position re- <br />classifications, additions (new positions), or deletions <br />prior to the action being taken. <br /> <br />If a position reclassification results in an increase of <br />one grade, employees shall receive an increase in com- <br />pensation equivalent to one step. If the reclassifi- <br />cation is two or more grades, employees shall receive an <br />increase in compensation equivalent to two steps. In no <br />case will the employee's base salary be more or less than <br />the grade to which reclassified. <br /> <br />If a position reclassification results in a reduction in <br />the grade of the class, employees in that classification <br />shall retain their current pay rate. <br /> <br />The City Manager may authorize variations in the <br />application of this section. <br /> <br />-1- <br /> <br /> <br />
