(c) The City Manager is hereby authorized at <br />any time during the fiscal year to effect any consolidation of <br />offices, or to make other changes he may deem to be in the <br />interest of the City, provided there is no increase in expense. <br /> <br /> Section 3. The Director of Finance is hereby authorized to <br />transfer funds for the purpose of equalization, from any fund in <br />one authorized bank to the same fund in another bank, provided <br />the transfer check is countersigned by the City Treasurer. <br /> <br /> Section 4. The Director of Finance is hereby authorized to <br />transfer funds, as a temporary loan, from one fund of the City <br />to any ether fund of the City, provided the transfer check is <br />countersigned by the City Treasurer. <br /> <br /> Section 5. To the extent that any monies in the accounts <br />of the School Board derived from sources other than the State of <br />Virginia are unexpended at the end of the fiscal year 1988-89, <br />and, thus, become available for use the next fiscal year, the <br />City's share of the appropriation made for education and <br />scholarships for the next ensuing year shall be decreased by a <br />like amount. <br /> <br /> Adopted by the Council of the City of Portsmouth, Virginia, <br />at a meeting held May 15, 1989. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
