1989-3 AN ORDINANCE CLOSING PORTIONS OF ARMSTRONG STREET AND BLAIR STREET. WHEREAS, the Portsmouth School Board, City of Portsmouth and the Beazley Foundation have made application to vacate, close and discontinue the hereinafter described portions of Armstrong Street and Blair Street; and WHEREAS, by resolution of this Council adopted October '25, 1988, viewers were appointed pursuant to Section 15.1-364, Code of Virginia, 1950, as amended, no view the hereinafter described portions of said streeus and to reporn in writing whether in their opinion any, and if any what, inconvenience would result from discontinuing said portions of Armstrong Stree~ and Blair Street; and WHEREAS, the said viewers have reported in writing that in their opinion no inconvenience would result f~'om the closing and discontinuing of said streets. NOW, THEREFORE, BE IT ORDAINED by the Council of the City of Portsmouth, Virginia, that the hereinafter described portions of Armstrong Street and Blair Street be closed and vacated as public streets. Armstrong Street Armstrong Street from with the southern boundary approximately 128 feet to Armstrong Street. its intersection of Ann Street the terminus of Armstrong Street from its intersection with the northern boundary of Blair Street approximately 122 feet to the terminus of Armstrong Street. Blair Street Beginning on the west side of Owens Street at the northwest intersection of Blair Street, thence west to the eastern boundary of the Oak Grove Cemetery 14.0 feet ~, thence south along the eastern boundary of the Oak Grove Cemetery 50 feet, thence east 130 feet +, thence northeast 50 feet of the western ~ight-of-way of Blair Street, the Point of Beginning.
