AN ORDINANCE TO APPROPRIATE $1,854,000. FROM THE COMMUNITY <br />DEVELOPMENT FUND FOR THE 1990 COMMUNITY DEVELOPMENT PROGRAM. <br /> <br /> BE IT ORDAINED by the Council of the City of Portsmouth, <br />Virginia, that the sum of One Million Eight Hundred Fifty-Four <br />Thousand and 00/100 ($1,854,000.)
