amount required for the payment bond or performance bond, <br />subject to the approval of the City Attorney. <br /> <br /> 4. That Section 12-212 (a) be amended to read as <br />follows: <br /> <br />Section 12-212. Requirements for certain state-aid <br /> construction contracts. <br /> <br /> (a) No contract for the construction of any building, or <br />for an addition or improvement of an existing building for <br />which state funds of fifteen thousand ($15,000) or more, <br />either by appropriation, grant-in-aid or loan are used or to <br />be used for all or part of the cost of the construction, shall <br />be let except after competitive sealed bidding; except that <br />competitive negotiation may be used for construction contracts <br />in the following instances, upon a determination made in <br />advance by the Purchasiag Agent and set forth in writing that <br />competitive sealed bidding is either not practicable or not <br />physically advantageous to the public, which writing shall <br />document the basis for this determination: <br /> <br /> (1) For the alteration, repair, renovation or demolition <br />of buildings when the contract is not expected to cost more <br />than five hundred thousand dollars ($500,000); or <br /> <br /> (2) <br />dredging, <br />property. <br /> <br />For the construction of highways and any drainage, <br />excavation, grading or similar work upon real <br /> <br /> 5. That Section 12-220 shall be amended to read as <br />follows: <br /> <br />Section 12-220. Same - small purchases. <br /> <br /> A contract not exceeding ten fifteen thousand dollars <br />($15,000) may be made in accordance with small purchase <br />procedures developed by the Purchasing Agent; provided, <br />however, that contract requirements shall not be artificially <br />divided so as to constitute a small purchase under this <br />section. Insofar as it is practical, no less than three (3) <br />businesses shall be solicited to submit quotations. Awards <br />shall be made to the business offering the lowest acceptable <br />quotation. The name of the business submitting the quotation <br />and the date and the amount of such quotation shall be <br />recorded and maintained as a part of the contract file. <br /> <br /> 6. That Section 12-276 (c) shall be amended to read as <br />follows: <br /> <br />Section 12-276. Negotiation for other than professional <br /> services generally. <br /> <br /> <br />
