amounts each month. <br /> <br /> (b) The appropriations for debt service <br />shall be made available as same may become due. <br /> <br /> (c) The City Manager is hereby authorized <br />at any time durin~ the fiscal year to effect any consolidation <br />of offices, or to mak@ other changes he may deem to be in the <br />interest of the City, provided there is no increase in <br />expense. <br /> <br /> Section 3. The Director of Finance is hereby authorized <br />to transfer funds for the purpose of equalization, from any <br />fund in one authorized bank to the same fund in another bank, <br />provided the transfer check is countersigned by the City <br />Treasurer or other designated official. <br /> <br /> Section 4. The Director of Finance is hereby authorized <br />to transfer funds, as~ temporary loan, from one fundo£ the <br />City to any other fund of the City, provided the transfer <br />check is countersigned by the City Treasurer or other <br />designated official. <br /> <br /> Section 5. To the extent that any monies in the accounts <br />of the School Board derived from sources other than the State <br />of Virginia are unexpended at the end of the fiscal year <br />1989-90, and, thus, become available for use the next fiscal <br />year, the City's share of the appropriation made for education <br />and scholarships for the next ensuing year shall be decreased <br />by a like amount. <br /> <br /> 2.
