54 <br /> <br />A RESOLUTION APPROVING THE MERGER OF THE SOUTHEASTERN <br />VIRGINIA PLANNING DISTRICT COMMISSION AND THE PENINSULA <br />PLANNING DISTRICT COMMISSION INTO THE HAMPTON ROADS PLANNING <br />DISTRICT COMMISSION UNDER THE PROVISIONS OF THE VIRGINIA AREA <br />DEVELOPMENT ACT. <br /> <br /> WHEREAS, the communities (the "Communities") comprising <br /> Planning Districts Twenty and Twenty-One (the "Districts") <br /> have determined that the community of interest, the ease of <br /> communications and transportation, and geographic factors and <br /> natural boundaries among the communities are such that the <br /> best interests of the Communities would be served by merging <br /> the Districts into one District and also by merging the <br /> Southeastern Virginia Planning District Commission and the <br /> Peninsula Planning District Commission into the Hampton Roads <br />-~lanning District Commission; and <br /> <br /> WHEREAS, such Communities have by prior resolutions, duly <br />adopted, expressed their desire to participate in the creation <br />and membership of the Hampton Roads Planning District <br />Commission; <br /> <br />NOW, THEREFORE, BE IT RESOLVED, that <br /> <br /> 1. The Districts shall merge into one District, <br />effective July 1, 1990 or upon the date as of which the <br />Virginia Department of Housing & Community Development <br />declares the Districts merged, whichever occurs later. <br /> <br /> 2. Upon the effective date of merger of the Districts, <br />the Charter Agreement for the Hampton Roads Planning District <br />Commission previously adopted by the Communities shall become <br />effective and the Bylaws for the Commission in the form <br />attached hereto as Exhibit A are hereby adopted. <br /> <br /> Adopted by the Council of the City of Portsmouth, <br />Virginia, at a meeting held June 26, 1990. <br /> <br />Teste: <br /> <br />City Clerk <br /> <br /> <br />
