WHEREAS, said conservation project must be approved by the governing body of the City in which the Project is situated pursuant to Title 36 o~ the Code of Virginia, 1950, as amended, and that such approval must include findings by the governing body that: 1. The Plan will afford maximum opportunity consistent with the sound needs of the City as a whole, for conservation of the project area by private and/or public enterprise; and 2. That Plan conforms to the general plan for the development of the City as a whole; and WHEREAS, this Council is cognizant of the conditions that are imposed by the provisions of the Housing and Community Development Act of 1974, as amended, including those prohibiting discrimination on the basis of race, age, color, handical~, familial status, creed~sex--~r national~r-igin-~and WHEREAS, in the judgment of this Council, it is in the interest of the City and its inhabitants that the said Plan be approved. THEREFORE, BE IT RESOLVED by the Council of the City of Portsmouth: 1. That it is hereby deemed appropriate and in the public interest that a City-wide conservation program be carried out within the boundaries described in the City-wide Conservation Plan. 2. That it is hereby found and determined that the Plan for the project area will afford maximum opportunity, consistent with the needs of the City as a whole, for the conservation of the area; the Plan conforms to the general Plan for the development of the City as a whole; and the Project qualifies as an eligible Conservation Project under Title 36 of the Code of Virginia, 1950, as amended. 3. That, in order to implement and facilitate the effectuation of the Plan, this Council hereby (a) pledges its cooperation in the execution of the Plan; (b) requests the various officials, departments, boards and agencies of the City having administrative responsibilities likewise to cooperate to such end and to exercise their respective functions and powers in a manner consistent with the Plan; (c) acknowledges that conservation measures and other activities described within the Plan will be carried out in accordance with the availability of funds; and (d) stands ready to consider and take appropriate action upon proposals and measures designed to effectuate the Plan.
